I have never heard of any adoptions that can be done without lawyer or an agency. Background checks and home studies must be done and you can’t do them yourself. Plus termination of parental rights if bio parents are alive.

Adoptions cannot be done in the US without a lawyer. Agencies or social services provide lawyers. Otherwise, you need to hire one yourself. Adoption is not a do-it-yourself project.
